Code of Conduct

Definition:

Traffic Wardens shall perform such duties assigned to them from time to time by the Tamil Nadu Traffic Wardens Organisation under whom they function. They shall be polite and courteous towards general Public and shall be firm while doing traffic regulations.

In the performance of their duties, they will report to the Senior Duty Planning Officer / Duty Planning Officer / Officer In charge, who In turn shall report to the Chief Traffic Warden / Dy. Chief Traffic Wardens.

When on duty, Traffic Wardens shall always be dressed in the manner prescribed and shall be clean and tidy in their appearance and dress.

Traffic Wardens shall not indulge in any fund-raising activities in the name of the organisation.

No Traffic Warden shall act in a manner which is likely to bring discredit to the organisation.
No Traffic Warden shall communicate to the press any matter connected with the organisation or divulge or write to the press criticizing any action taken by the superior or any other member of the Organisation. However, they shall prefer complaints if any to the Chief Traffic Warden/ Deputy Chief Traffic Warden.

Traffic Wardens shall be punctual in their attendance on duty and shall always be attentive when on duty.

No Traffic Warden shall:

  1. Be disrespectful by word or act to any of his superiors in rank.
  2. Be oppressive or tyrannical to his/her inferiors in rank.
  3. Quarrel with or use abusive or insulting languages to any member of the Organisation, Police force or General Public.
  4. Intentionally disobey or neglect the lawful orders of his/her superiors.
  5. Smoke in Uniform.
  6. Be drunk when in Uniform.
  7. Intentionally omit to submit any report.
  8. Divulge directly or indirectly any matter, which is detrimental to the interest of the organization.
When redressing grievances or reports, Traffic Wardens will do so through the Deputy Chief Warden to the Chief Traffic Warden.

No Traffic Warden shall correspond directly with the Officers of the Police Department in any matter pertaining to the Organisation.

BREACHES OF DISCIPLINE

It shall be a Breach of Discipline for any Traffic Wardens:

  1. To violate any provision of the regulations of the Organisation.
  2. To abuse his official position as Traffic Warden in any manner.
  3. To indulge in political activities.
  4. To interview person connected with the press or to supply any information to any such person, without orders of the Deputy Chief Traffic Warden / Chief Traffic Warden.
  5. To refuse to carry out any order given to him/her in official capacity by a competent authority.
  6. To do or omit to do any act or omission which is likely to bring the disrepute to the Organisation.
  7. To wear his uniform or badges of rank in incorrect manner.

PUNISHMENTS

Any Traffic Warden committing breach of the regulations laid down shall be liable to be removed from the rolls of the Organisation.

The services of the Traffic Warden shall be terminated if he / she is found inactive in the activities of the Organisation for period of more than 6 months.

Misbehavior with the general members of the public, committing cognizable offence under I.P.C., Chronic absence from the duties, and misuse of the Office of the Traffic Warden / I.D. cards shall be treated as immediate grounds for termination. The Chief Traffic Warden shall recommend for removal of such Traffic Wardens to the Commissioner of Police after the disciplinary proceedings are completed.

On removal, the I.D. card issued to him shall be surrendered / forfeited immediately. Terminated Wardens should under no circumstances be re-appointed.

DISCIPLINARY PROCEEDINGS

The competent authority for the disciplinary proceedings shall be the Commissioner Of Police / Additional Commissioner of Police– Traffic, Greater Chennai.

The Disciplinary proceedings committee shall consist of the Chief Traffic Warden, Deputy Chief Traffic Warden and any senior officers of the Organisation, recommended by the Chief Traffic Warden.

The committee shall issue a show cause notice to the Traffic Warden giving specific and reasonable time for submission of his explanation with regard to the breach of discipline committed. The disciplinary proceedings committee shall examine the explanation. The Chief Traffic Warden shall record his observations and forward the same with the recommendations to the Commissioner of Police, Greater Chennai through the Additional Commissioner of Police – Traffic, Greater Chennai for final decision.

GUIDELINES FOR THE FUNCTIONING OF THE TPTWO

The Chief Traffic Warden functions under the direct supervision of the Commissioner of Police / Additional Commissioner of Police, Traffic.

The Chief Traffic Warden shall maintain a list of bio-data of all the Traffic Wardens functioning under him.

The Tamil Nadu Traffic Wardens Organisation should strictly follow the appointment and the training procedure for the Traffic Wardens as prescribed in the manual.

The Tamil Nadu Traffic Wardens Organisation shall organize Road Safety Patrol in the schools. The object of Road Safety Patrol is to educate the school children from 7th standard onwards, on the road safety rules and methods. The Traffic Wardens apart from assisting the Traffic Regulation should also take up the task of Road Safety education in the schools.

Traffic Wardens shall be issued identity card. Misuse of I.D. Cards shall lead to removal from the rolls of the Organisation.

The Tamil Nadu Police Traffic Wardens Organisation shall be housed within the campus of the Office of the Commissioner of Police or in the space allocated by them to enable effective co-ordination for traffic regulations and R.S.P. Education.
